This is indeed odd. Normally when this happens it's because someone has submitted a request and there was a problem in which case I would email the member and let them know about the problem. If there isn't a reply within 3 days then the request is deleted but I don't reset the account. But apparently in this case when I notified you of the last request being completed the system did not reset your account to enable requesting again. I have reset it now and you should be able to submit your request.
